Because the Spirit of God was keeping the spirits who had disobeyed and fell upon the deep, so that this spirit does not leave until God arrumassem a place for them because God would not let this spirit in any way loose (Why the hell up until that There was not time yet).
So God created Hell for the devil and his angels, and God has cut both the physical and the spiritual water, they fall before they quenched their thirst in the water in the sky because the sky is Water. Rev 22.1, 46.4 Psalms
But the demons still feel an eternal water, but this needs to be determined but they can not drink the water or the physical or spiritual.

The Rico in hell look up and see Lazarus being comforted, and the rich in hell cries Father Abraham to send Lazarus to dip the tip of your finger to cool my language.

1 Drinking Water God gave this privilege will we humans and angels that are next to God Almighty. See what Jesus said:

2 When you do not see the expelling a demon anoint the water and give water to the demoniac that will only attract more demons is that they need but if Expel Demons WITH THE NAME OF JESUS
"WATER IS PRA WE ARE A GIFT FROM GOD GIVEN TO MEN, SO FINISH say Satan FEEL ENVY OF WATER WE DRINK WHEN WE ATE"
